Health Care Consultant Agreement

The Office of Child Care Services group daycare regulations, 102 CMR 7.00, require that the licensee have a health care consultant. The qualifications and responsibilities of this person are described below.

7.05(1)(b) Health Care Consultant: The licensee shall designate a Massachusetts licensed physician or nurse practitioner with professional health training as the program’s health care consultant. The consultant shall participate in the program’s health care policy development including infection control procedures, first aid trainings, consultation availability, and annual reviews of these policies.

7.05(1)(a) Health Care Policy: Listed below are the written health care policies of this program that shall be followed by all staff members for all health emergencies and preventive health dealings:
 (1) Emergency telephone numbers 7.26

 (2) Emergency procedures including transportation methods, guardian  notification, and, in the case of unable to obtain guardian, emergency backup  contacts

 (3) First aid usage by staff members

 (4) Emergency procedures for fire or flooding evacuations, including the safety of  the children first

 (5) Injury prevention plan 7.05 (4)

 (6) A plan for the management of infectious diseases 7.05 (8)

 (7) A plan for the implementation and monitoring of compliance with the  infection control procedures 7.05(6)

 (8) A plan for the care of mildly ill children at the center 7.25 (3)

 (9) A plan for dispensing medication 7.05 (2)

 (10) A plan for meeting individual children’s specific health care needs; including  the procedure for identifying children’s allergies and protecting children from  exposure to foods, chemicals, and other materials to which they are allergic;

 (11) The procedure for identifying children’s allergies and protecting children  from the department of Social Services, and procedures for identifying and  reporting abuse and neglect to the Early Education and Care. 7.05(3)
